Another social services failure

While I was busy working on my next paper the shit hit the fan last week.
We've been having ongoing problems with the social workers, and one in particular, in the local communities. They did not respond to referrals, did not to attend to urgent cases and would usually either tell us that they were tired and would do something the next day or refer to another department which was equally ineffective. A 12 year old girl who we had referred urgently to the office 7 times over the last 3 months, who we had physically taken there on more than two occasions and who was raped twice already and left by her mother frequently for weeks at a time to look after her younger siblings (aged 2-8) without any food in the house and who fainted at school several times because she hadn't had any food for more than 3 days, was raped again. We had originally threatened the social worker with a formal complaint letter on Wednesday the week before last  when the girl told us that the family was going to be evicted from their rented accommodation because their mother could not afford to pay. The social worker told us she was too tired to do anything about it at 10:30am in the morning! She did promise to do something until Thursday morning and we insured her that we would be filing a complaint if we hadn't heard from her by then. Obviously, we did not hear from her and despite bullying phone calls on our side the social worker did not manage to visit the child. Instead she went home early that day.
Further calls were made on our side but the social worker was off on Friday seeing that it was a national holiday. The long weekend was just long enough to finish and send a beautiful complaint letter.
On Monday, we called again to find that the social worker was on her way out to see the family. We were then informed that the child had been raped (3rd time!) the previous night and that the social worker was going to remover her after taking her to the local police station and then on to the hospital. Unfortunately, the child was not taken to the hospital and not removed but spend the night in the care of her mother who is clearly useless.
The next morning was another holiday, so the social worker was not working and the mother took the child to the hospital but it was too late to get trace evidence and too late for HIV post-exposure prophylaxis!
The child was then removed into a shelter - to this day we have not been provided with any working contact details for this establishment!
The other children remain in the care of the mother who has disappeared again taking the youngest with her and leaving her 8 year old son in the non-lockable home in which his sister was raped. Social services have been informed about this but nothing happened yet.
Fortunately, our complaint was received so I had a huffing and puffing social work supervisor on the phone yesterday trying to sort out the matter. EISH!
